Easiest to learn: Languages which are similar to the ones you already know
Hardest to learn: Languages which do things differently from the ones you've gotten used to
That's all there really is to it. People think Lisp or Haskell or assembly are hard if they come at them from a background steeped in other ways of doing things. But it's not that Lisp or Haskell or assembly are intrinsically hard to learn; it's that accommodating multiple ways of thinking about programming (or anything else) is hard.
