Both languages are good languages for what they are designed to do. To some extent, Java is easier than C++, which means it can take on larger projects. So you are not comparing like with like. The need to manage the heap means that some brainpower has to be allocate to it, taking from the total available for the project.
C++ is an off road vehicle - raw, ugly, goes anywhere. Java is a sleek saloon car - comfortable for the long haul, allows you to drive a long way without getting tired, but only on the highway. If I want to go to the top of a mountain, I use the off-roader; if I want to do several hundred miles of freeway, I'll take the saloon. Of course, the off-roader can do the freeway journey, and the Stallone cannot do,the dirt track. But it would be foolish to do so.
