The answer is always "it depends on what you want to do". If you are planning on becoming someone who writes code for Wordpress or Drupal, for instance, learning Python is a bad idea, you need PHP. I would also say that if your goal is writing simple applications that run on a web server, PHP is a better solution because it's good for fast implementations that roll out to a web server easily.
But if you're looking at a general programming language, Python is a more appropriate language most of the time.
