Once employers start caring about these certificates, they'll be worth paying for. Until then, save your money.
I personally have taken several MOOCs, but never bothered paying for the certificate. If an employer asks (no one ever has), I could prove completion by showing them my Coursera/EdX profile with the completed MOOC.
Thus I think the main value of these certificates is that they save employers the hassle of having to ask to see your Coursera / EdX account.
Another thing these certificates do is "get skin in the game". If you've paid $100 for a certificate, you're more likely to complete the course because you don't want to have wasted that money.
For people who need this sort of additional extrinsic motivation to learn, I'd recommend addressing that first.
